<br />56-2 <br /> <br />Solid Waste Collections Rate Increase <br />February 28, 2000 <br />Page 2 <br /> <br />The following table illustrates the recommended rate increase: <br /> <br />Deferred rate increase from 1999 <br />Inflation, landfill, and recycling increases <br />Total recommended rate increase <br /> <br />6.5% <br />2.4% <br />8.9% <br /> <br />Staff is also recommending that a three-year limit be placed on the retroactive period for <br />issuing refunds to customers regarding solid waste collection charges. This is <br />consistent with the limits Council has approved for water and sewer charges. A three- <br />year limit is recommended because of the administrative burden incurred in researching <br />billing questions beyond three years. <br /> <br />Fiscal Impact <br />. The requested increase translates to a $1.21 increase for the average residential <br />customer using one 40-gallon container for solid waste collection bringing the total <br />container rate to $14.83 from $13.62. Approximately 55% of residential customers <br />in Redwood City subscribe to this level of service. Redwood City's rates (expressed <br />in terms of cost per gallon of waste collected) are the median priced rates for thê <br />surveyed Peninsula cities and are 2% less than the average rates for these cities. <br />(see Exhibit C). <br /> <br />. The lifeline rate for a single residential 20-gallon container will remain at $5.87 per <br />month.
