5 ß,f

Solid Waste Collections Rate Increase
February 22, 1999
Page 2

1997

1998

1999

1997 Actual Deficit
1998 Actual Deficit
1999 Required rate increase
Subtotal: 1999 Total Shortfall
Balancing Account Repayment
Total: 1999 Recommended Increase

4.8%

4.8%
3.4%

4.8%
3.4%
1.3%
9.5%
6.5%
16.0%

Fiscal Impact
. The requested increase translates to a $1.88 increase for the average residential
customer using one 40-gallon container for solid waste collection bringing the total
container rate to $13.62 from $11.74.0 Approximately 58% of residential customers
in Redwood City subscribe to this level of service. Redwood City's rates (expressed
in terms of cost per gallon of waste collected) will be the third lowest of the members
in the Joint Powers Authority (JPA) and seventh of the nineteen cities surveyed.
Exhibit A presents the results of this survey.

Please note that this increase is not the result of the recent approval for BFI to
purchase yard waste carts for all Redwood City residents. This potential increase
would have occurred without the purchase of the carts.

. The following pullout charges (per container per pull) are recommended:

5-1 0 feet
11-20 feet
21-30 feet
31-40 feet
41-50 feet
51-60 feet

$2.00
4.00
6.00
8.00
10.00
12.00

Pullout charges are recommended for those customers where it is necessary for the
driver to get out of the truck to move the container so the truck can mechanically
empty the container into the garbage truck. The pullout charges are being
recommended to help offset revenues lost for the lifeline rates and to charge large
volume customers a more accurate cost of their service.

. Establish a lifeline rate for a 20-gallon can at $5.87 per month with no rate increase.

(lj\}o.A~) 1'1 R.ø~~
Chris H.
