How would this impact the single family character of the neighborhood? <br />What should the City do with the numerous illegal second units, many of them garage <br />conversions? These broader public policy issues are further discussed in a companion report, <br />and could be considered in reviewing these changes. <br /> <br />Adopting these specific changes to the Accessory Dwelling Unit Ordinance would not preclude <br />the City Council, Planning Commission, or Housing and Human Concerns Committee from <br />addressing the broader issue of illegally created units. This recommendation applies only to <br />the creation of a second unit under the provisions of Article 37 of the zoning ordinance. To <br />date, approximately 20 - 30 legal second units have been created under the existing <br />ordinance. <br /> <br />Alternatives <br />1. Modify the Accessory Dwelling Unit Ordinance in order to reflect the changes recommended <br />by both the Planning Commission and Housing and Human Concerns Committee <br />(recommendation). <br /> <br />2. Do not make any changes to the Accessory Dwelling Unit Ordinance until staff has further <br />studied the broader public policy issue of second units, their impacts on neighborhoods, <br />traffic, and conducted surveys as to the number of existing and potential second units in <br />neighborhoods. <br /> <br />3. Other alternatives as deemed appropriate such as increasing the allowable size of the unit, <br />changes to parking requirements, or notification requirements.
