<br />gß-1I <br /> <br />e. <br /> <br />Summary. <br />In 1998, Redwood City had a slower than average compliance time, according to the <br />ICMA performance measures report which compared the compliance times of various <br />cities. In addition, many (criminal) citations were not filed in court, and/or were not <br />addressed by the courts when filed because other items on the court's calendar were <br />deemed to be more important than violations of the Redwood City Code. <br /> <br />Redwood City adopted an administrative citation system for the following reasons: <br />. To improve compliance with the City's Code by adding another option for code <br />enforcement. <br /> <br />. To provide a system which emphasizes public education. The thrust of an <br />administrative citation system is one of public education, which begins with a courtesy <br />notice sent or delivered to the alleged violator telling him/her of the offense and setting <br />a deadline for complying with the Code without issuing an administrative citation. <br /> <br />. To motivate people to take care of a problem, and in a timely manner. An incentive <br />is provided for people to abate their own violations, rather than to wait for the City to <br />abate a problem. <br /> <br />. To enforce a wider range of a City's laws because administrative citations can be <br />applied to lessor offenses which previously were not cost effective to enforce, and <br />which the courts were not interested in enforcing, for example weed abatement. ~ <br /> <br />. To provide an option for treating a violation as a civil offense instead of a criminal <br />offense. If one chooses to appeal a civil citation, an administrative hearing is <br />conducted under rules more informal than those of a criminal proceeding. <br /> <br />. To speed up the compliance process because most people comply in response to the <br />warning letter to avoid a citation. Others pay their civil fines before they become <br />overdue and are augmented with delinquency penalties.
