3£-(

REPORT

To the Honorable Mayor and City Council
From the City Manager

February 28, 2000

Subject
Agreement for Cathodic Protection System Design and Installation Services for the
Peninsula No.1 Water Tank Rehabilitation Project - Engineering File No. 806-08.

Recommendation
Adopt a resolution approving and authorizing execution of agreement with Harco/CPS
Waterworks, of Glendale, Arizona, for providing consultant engineering and installation
services for the Peninsula No.1 Water Tank Rehabilitation Project, in an amount not to
exceed $15,000.

Background
The Peninsula No.1 Water Tank is one of the two 3.2 million gallon water tanks located
in Redwood Shores. On January 14, 2000, the City Council approved a resolution to
authorize the advertisement for bids to re-coat the tank.

As part of the rehabilitation effort, the tank's cathodic protection system will also have to
be replaced. The existing cathodic protection system was installed in 1975, and its
anode materials and rectifiers are showing their deficiencies. Many of the replacement
components for the rectifiers can no longer be obtained.

In this Agreement, Harco/CPS Waterworks will design and replace the existing
deteriorated cathodic protection system during the construction of the re-coating work.
The new cathodic protection system will work together with the new coating system to
protect the tank from corrosion, for years to come.

Harco/CPS Waterworks specializes in the design and installation of cathodic protection
facilities. The company has installed and maintained the cathodic protection systems
for all the City's steel water tanks for more than 20 years. Their estimated cost for the
work is competitive, as recently compared to their industry peers.

A complete copy of the Agreement is available in the City Clerk's Office for review.

, ""---"""-'-T""
