3~- I

February 28, 2000

Subject
Award of Contract - Blomquist Street Extension Wetlands Mitigation Plan

Recommendation
Adopt a resolution awarding the contract for the Blomquist Street Extension Wetland Mitigation
Plan, to the lowest responsible bidder, Bellicitti & Pellicciotti Construction Company, Inc. of
Santa Clara, California, for their low bid of $69,085.35.

Background
The extension of Blomquist Street has been in the planning stages for many years. It involves
extending Blomquist Street from its present terminus at Maple Street by the Police Facility,
through the Docktown Marina, and building a bridge over Redwood Creek. The project will
terminate at Bair Island Road.

Construction of the "wetlands" planting is required to mitigate for the loss of existing wetlands
that will result from the future construction of our project. The amount of replacement wetlands
(8710 SF) can then be "banked" as future credit for the actual construction, when and if the road
project does go forward. This work is required by existing Permit to be completed by April 15,
2000.

Plans and specifications for the project were prepared by Ralph J. Alexander and Associates,
landscape architects of San Francisco, California. The plan calls for widening an existing
drainage channel along Maple Street, adjacent to the City's vacant lot, and constructing
brackish marsh and similar wetland habitat.

The six (6) bids received at the bid opening on February 16, 2000 are summarized below:

No. Bidder Bid Amount
1. Bellicitti & Pellicciotti Construction Company, Inc. - Santa Clara, CA $69,085.35
2. Contra Costa Landscaping, Inc. - Matinez, CA $84,008.89
3. Granite Rock Co. dba Pavex Construction Division - Redwood City, CA $88,885.00
4. Ferma Corporation - Mountain View, CA $111,800.10
5. DK Environmental - Martinez, CA $119,128.44
6. N.B. Houge - Campbell, CA $139,380.00
Average (excluding the high & low) $100,955.61

" ~'-'--"'~'- T' ,
