<br />:3 G- -I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 28, 2000 <br /> <br />Subject <br />Resolution of Fines to implement the shopping cart ordinance. <br /> <br />Recommendation <br />Adopt the resolution of administrative fines, other penalties, and interest. <br /> <br />Background <br />On February 14, 2000 the Council introduced the shopping cart ordinance and reviewed the <br />draft resolution of fines. The ordinance will be implemented with the cooperation of Redwood <br />City's retailers and in that spirit, it is anticipated that collection of fines will be infrequent. Yet, <br />a schedule of fines is necessary for those who do not comply with the ordinance. <br /> <br />On February 14, several Council members stated that the proposed fine of $10 for failure to <br />properly affix a sign to a shopping cart was too low because the City bears the cost of <br />retrieving unsigned carts. Staff reviewed the fine in light of the Council members' input, the <br />fine of $50 set by State law for some other violations of the shopping cart laws, and the <br />market value of a new shopping cart ($125 plus). A fine of $50 for failure to affix the sign <br />required in Section 14.118 is recommended as a reasonable amount.
