<br />4A-\b <br /> <br />Redwood City <br />Finance Department <br /> <br />Memo <br /> <br />::- :~~v:~:~:::a~~r ~ ~ ,J <br /> <br />Re: <br /> <br />February 24, 2000 <br />GID 1-64 Facilities Fees Committee <br /> <br />Date: <br /> <br />The GID 1-64 Facilities Committee was established in the early 1980s when the City Council elected to <br />eliminate their authority to issue bonds to fund improvements in the Redwood Shores area. At the time <br />the bonding authority was eliminated, a new development agreement with Redwood Shores, Inc. was <br />also negotiated which among other matters established the current facility fee arrangement and the <br />committee that prioritizes the proposed capital projects. The development agreement calls for a six- <br />member committee that is composed of three representatives from the City and three from the <br />developer to prioritize capital projects funded by facilities fees. These fees, which are collected at the <br />time a building permit is issued, are intended to finance projects such as levy improvements, water and <br />sewer systems, st~eets that are not constructed as part of individual developments, and parks and other <br />amenities. <br /> <br />When Redwood Shores Properties went out of existence several years ago the development <br />agreement was assigned to Ryland Homes. Ryland now provides the three members that sit as the <br />developer's representatives on the committee including Don Warren, formerly of Redwood Shores, Inc. <br />in his capacity as a consultant to Ryland Homes. The City's representatives are Ed Everett, City <br />Manager, Chu Chang, Senior Civil Engineer, and Irv Weinstock, Senior Accountant. <br /> <br />Several years ago the City Council agreed to extend the development agreement and to create a three <br />member advisory board composed of representatives from the Shores Business Center Association, <br />the Redwood Shores Owners Association, and the Redwood Shores Home Owners Associations. The <br />advisory board members were invited to attend committee meetings and offer advice and suggestions <br />to the committee. Mike Gibson and John Murphy now attend the GID meetings on a regular basis. <br />The advisory board's primary responsibility was to develop a list of priority projects for spending any <br />surplus funds that may exist at the termination of the District and to make recommendations, if any, <br />regarding the structure of the facility fee committee. <br /> <br />'~"-'-'~'1Ir <br />
