fA-I

CITY MANA GER'S OFFICE

MEMORANDUM

TO: City Council
;J
FROM: Ed Everett. -
SUBJECT: Council Priorities
DATE: February 28,2000

----------------------------------------------

On Saturday, January 29, you initially generated about 12 potential priority areas and
narrowed them down to 6 MAJOR PRIORITY AREAS. You then generated a large list
of activities under each PRIORITY AREA, after eliminating duplications and merging
similar proposals you ended up with approximately 38 activities spread out throughout
the 6 PRIORITY AREAS.

Prior to the Council Meeting of February 14, you individually ranked the activities under
each priority area. Due to the lack of time at that meeting, you set March 6,5:30 p.m. to
7:00 p.m., to complete the next phase. Cecil Reeves will assist you in narrowing the 38
activities to a reasonable number. My suggestion is that the Council try to cut this list at
least in half. It is important to keep staff focused so that we complete projects and
programs. Handling too many "high priority" projects in addition to the normal day-to-
day functions that must be handled, it is not effective for staff and is probable frustrating
for you.

In order to assist you in this effort, staff has tried to display the data in useful ways and
provided the information you requested at the February 14th meeting. A description of
each attachment is listed below.

Attachment 1 - A ranking of the activities under each Priority Area listed from highest
to lowest. This attachment also lists each of your individual rankings along with the
group ranking and converted point total.

~..... .--.. T
