<br />'3:r -( <br /> <br /> <br />March 27, 2000 <br /> <br />Subject <br />Rosenor House Relocation <br /> <br />Recommendation <br />1) Authorize transfer of $20,000 from the Home Improvement Revolving Loan Program to <br />be used for program relocation costs. <br /> <br />2) Approve funding. agreement with Peninsula Volunteers, Inc. for Rosenor House <br />Relocation <br /> <br />Background <br />There are no adult day care centers for disabled seniors in Redwood City. The City funds <br />organizations in San Carlos and Menlo Park to provide these services to Redwood City <br />residents. The adult day care program provides development services to seniors disabled <br />by Alzheimers and related diseases causing elderly residents to be unable to be left alone <br />during the day when their family members are at work. The program is invaluable to <br />seniors who would otherwise need to be institutionalized prematurely at a cost of <br />approximately $5,000 per month, versus the average $26.00 per day that residents would <br />pay for this day care service. <br /> <br />Rosenor House is currently located on property owned by the City of Menlo Park. The <br />Menlo Park Council has approved plans for PVI to construct a new building for senior <br />services on the site and the existing building is scheduled for demolition in early May. The <br />current program, therefore, must move to an alternate site in April and remain there while <br />construction of the new facility is being completed. The alternate site proposed is the VA <br />Hospital on Willow Road in Menlo Park. <br /> <br />On February 22, 2000, the Housing and Human Concerns Committee voted to approve <br />$20,000 be reallocated from unexpended Revolving Loan funds for this purpose. The <br />Committee made a subsequent recommendation on February 29 to approve $20,000 from <br />the 2000/2001 CDBG entitlement to repay the Revolving fund when the new entitlement <br />becomes available on July 1, 2000. These funds would help pay for moving costs to <br />relocate the program furniture, and kitchen appliances used to store and prepare foods for <br />seniors who participate in this program. This allocation represents only 11 % of the total <br />relocation cost, even though approximately 30% of the program participants are Redwood <br />City residents. <br />
