311-1

REPORT

To the Honorable Mi¡Clr'a"
From,tfie s

April 10, 2000

Subject
Resolution Authorizing an Agreement and Execution of a Contract for Professional
Services with Fehr & Peers Associates, Inc.

Recommendation
Approve the Resolution.

Background
Hunter/Storm Properties is proposing to construct a five-story office/research and
development building to be located at 500 Arguello Street. The building would be five
stories high with a total square footage of approximately 94,177 square feet. Given the
nature of this proposed project, it will be subject to review and require preparation of an
Environmental Assessment/Negative Declaration under the requirements of the
California Environmental Quality Act (CECA). A substantial part of this review will
include a Traffic Impact Study to determine the potential traffic impacts the project will
have on surrounding streets and intersections. This traffic study will be an important
part of the environmental assessment/negative declaration to be written by staff and
reviewed by the Planning Commission.

Five different traffic consultants were contacted requesting proposals to prepare the
traffic study. Four of .them submitted bids to prepare the study. The estimated bids
were as follows:

. Parsons Transportation Group, $22,800
. DKS Associates, $16,620
. Fehr & Peers, $15,700
. Hexagon Transportation Consultants, Inc. $16,550

Fehr & Peers Associates, Inc. was the lowest bid. Following review of the work
program, staff requested some additional tasks to be included which added an
additional $750 for a total estimate of $16,450.1 Although Hexagon and DKS submitted
bids in roughly the same price range as Fehr & Peers, it was felt that Fehr & Peers work
program was sufficient, and the firm has had recent experience preparing Traffic Impact
Studies for other projects in Redwood City. A copy of the proposed work program by
Fehr & Peers, including additional tasks is attached.

1 The final estimate as stated in the Agreement is for a total of $18,200. This includes the 10% additional
cost for staff time.

. ._.._.._......._._.._--_.~-_.__..- .
