<br />'7 A- <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />EXECUTIVE SUMMARY <br /> <br />April 10, 2000 <br /> <br />Subject <br />1) Accessory Dwelling Unit Ordinance; and <br />2) Legal Nonconforming and Illegal Second Units, Garage Conversions, Code <br />Enforcement Approach and Administrative Citations. <br /> <br />Recommendation <br />Adopt the changes to the Accessory Dwelling Unit Ordinance recommended by both <br />the Planning Commission and the Housing and Human Concerns Committee. <br /> <br />Review, discuss and provide input to staff regarding issues of Council concern related <br />to legal nonconforming and illegal second units, garage conversions, code enforcement <br />approach and administrative citations. <br /> <br />Background <br />These two matters were continued from the City' Council meeting of February 28, 2000. <br />The staff reports have been resubmitted for your consideration. <br /> <br />Amendments to the Accessory Dwelling Unit Ordinance are recommended by the <br />Planning Commission and Housing and Human Concerns Committee. These <br />amendments are subject to public hearing. The amendments address second units <br />ònly in the context of units created through the requirements of the Accessory Dwelling <br />Unit Ordinance. <br /> <br />The second report addresses the broader issues of legal nonconforming and illegal <br />second units as well as garage conversions.
