'

Background
On January 24, 2000, the City Council adopted Resolution No. 13819, accepting bids
and authorizing the execution of a construction agreement for the subject project. Prior
to adopting the Resolution, Council heard input from members of the public, both
supporting and opposing the project. Also at that time, several other measures were
added to the award of contract such as, closure of gates at night, full time patrol during
day light hours, and the initiation of a Predator Management Control Program.

The portion of the gates and fence that exclude access to the Bayside levee was
, substantially aone on March 2, 2000. Daytime patrol and gate. closure at night also
started on that date. Because of the extraordinary amount of rainfall received, and the
terrain that the fence traverses through, the balance of the work was unable to be
completed until March 11, 2000.

The project was awarded to U.S. Metal of Oakland, California, for their base bid of
$51,950. One Change Order in the amount of $1,000 was issued to modify the size of
. the gates, to accommodate SBSA and pump station maintenance trucks. . The
construction of this project is now completed to the satisfaction of the Engineering and
Construction.

Next Steps
If City Council accepts this project, 'staff will move forward to close out the project. The
material and performance bonds will be released, and the retention monies will be paid
to the contractor. This action wm also commence the standard one-year warranty
period.

., -,.~"....~-_....... --...,
