<br />'7 A-Ie¡ <br /> <br />Accessory Dwelling Unit Ordinance <br />February 28. 2000 <br />Page 2 <br /> <br />solution for a property owner who no longer wishes to maintain a larger home but cannot afford <br />to move out of the current residence. <br /> <br />A major long-term goal of Tn-County Apartment Association is to work to encourage qJaHty <br />rental opportunity in all communities the Association serves. In support of this goal, TCAA <br />recommends serious consideration of the concept of secondary units in R-l and multifamily <br />zones. <br /> <br />TCAA supports this concept as a viable way to provide needed lower cost rental units. It is <br />important for all elected officials to view this concept as a realistic way to provide at least a <br />limited amount of additional housing. These units can and should be encouraged. <br /> <br />Having worked actively with housing advocates examining potential impacts and practical <br />solutions to secondary unit policies, TCM concludes that a properly structured ordinance can <br />provide these units without negative impact on existing neighborhoods. <br /> <br />Changes to the existing ordinance should be reviewed for impacts of the ordinance after two <br />years. Such a review will allow for a reassessment ofthe ordinance.!' provisions as they relate to <br />neighborhood character and long term infrastructure planning. <br /> <br />TCAA supports secondary units as pan of a responsible community service policy, and we <br />encourage aU communities to adopt a reasonable secondary unit ordinance to help meet citizens' <br />need~ TCAA supportS the recommended changes to Redwood City's current ordinance, with <br />the exception of the requirement for conditional use permits.
