A major long-term goal of Tn-County Apartment Association is to work to encourage qJaHty rental opportunity in all communities the Association serves. In support of this goal, TCAA recommends serious consideration of the concept of secondary units in R-l and multifamily zones. TCAA supports this concept as a viable way to provide needed lower cost rental units. It is important for all elected officials to view this concept as a realistic way to provide at least a limited amount of additional housing. These units can and should be encouraged. Having worked actively with housing advocates examining potential impacts and practical solutions to secondary unit policies, TCM concludes that a properly structured ordinance can provide these units without negative impact on existing neighborhoods. Changes to the existing ordinance should be reviewed for impacts of the ordinance after two years. Such a review will allow for a reassessment ofthe ordinance.!' provisions as they relate to neighborhood character and long term infrastructure planning. TCAA supports secondary units as pan of a responsible community service policy, and we encourage aU communities to adopt a reasonable secondary unit ordinance to help meet citizens' need~ TCAA supportS the recommended changes to Redwood City's current ordinance, with the exception of the requirement for conditional use permits. Allowing more flexibility within the ordinance should encourage more accessory dwelling units and therefore increase the stock ot' affordable housing. .
