<br />f6 A-2- <br /> <br />1. <br /> <br />This Council does hereby urge the CPUC to expedite the <br /> <br />undergrounding program, with a Statewide goaJ for complete conversion of <br /> <br />overhead to underground utilities in urban and suburban areas within twenty-five <br /> <br />(25) years from January t, 2001, and to authorize local jurisdictions to implement <br /> <br />completion within that period. <br /> <br />2. <br /> <br />This Council hereby further urges the CPUC to provide, as a <br /> <br />fundamental principle, local authority for establishment undergrounding districts <br /> <br />that maximize continuity thereof in accordance with locally determined priorities. <br /> <br />3. This Council hereby further urges the CPUC, in pursuance of its <br /> <br />rulemaking authority, to: (a) acknowledge that the aforesaid priorities shall <br /> <br />inctude, but not be limited to, considerations of public safety, service reliability, <br /> <br />economic development, and aesthetics; (b) identify ways to increase significantly <br /> <br />undergroundhig funds and ensure that funds are spent !n a timely and cost- <br /> <br />effective fashion using state-of-the-art designs and construction practices; (c) <br /> <br />ensure significant improvement in utility administration of the undergrounding , <br /> <br />program to avoid delay in the installation of underground facilities; (d) require <br /> <br />utilities to disclose the historic use of Rule 20 funds to each local jurisdiction and <br /> <br />allow jurisdictions to recapture any unused funds from the Statewide pool and/or <br /> <br />their past allocations, and (e) require such utilities annually to report the <br /> <br />expenditure for each district in each local jurisdiction to the CPUC and each such <br /> <br />jurisdiction. <br /> <br />Res0-859 <br />F : \sh ared\redwood\council <br />DES:rg <br />04105100 <br /> <br />2 <br />
