<br />R't~O~ <br />' .t;; r\..J: ,~ <br /> <br /> <br />3 c'-I <br /> <br /> <br />To the Honorabl. .âJO~';~Jl:~eitJ,CÓuncil <br />F rõtlJ:itfté'C rtlir.rihag, <br /> <br /> <br />April 10, 2000 <br /> <br />Subject <br />Use of employment agencies for recruitment of a Senior Accountant for the Finance <br />Department. <br /> <br />Recommendation <br />That the City Council authorize the City Manager to engage on a contingency basis the <br />following employment agencies for recruitment services related to filling a vacant position <br />in the Finance Department: Accountants Plus, Robert Half International, Accountants on <br />Call and Accountants Inc. <br /> <br />Background <br />The City has been actively recruiting for a Senior Accountant to fill a vacant position since <br />December 1st. We have been unsuccessful in finding applicants with the necessary skills <br />and experience. We have found in our experience that many professional accountants use <br />employment agencies in their job search and 'do not respond to standard newspaper <br />advertisements. The City competes for finance professionals with all employers in the area, <br />not just governments, in a very competitive job market. While our salaries compare <br />favorably with other cities in our survey group, we are experiencìng a dearth of applicants. <br />We are working with Human Resources to try to obtain reliable salary data from the private <br />,sector and, if justified, we may be returning to Council to request a salary adjustment. <br /> <br />. This City has been down one Senior Accountant for three months. Were we to lose our <br />other Senior Accountant before filling this position, the consequences to the City would be <br />significant. We therefore believe we must pursue all avenues in our search for quality staff. <br />We will also be testing the concept of signing bonuses as the City continues to look for <br />applicants while at the same time enlisting the help of agencies. ' <br /> <br />Fiscal Impact <br />Agency fees range from 20% to 35% of annual salary. They are payable only if the <br />candidate is hired and remains åmployed for at least 30 days. If employment terminates <br />between the 31 It and 90th day, the fee is prorated or the agency will replace the person at <br />no charge. The current annual salary for a Senior Accountant is $68,304, so fees would <br />range from $13,661 to $23,906. The agency offering the 20% fee is a small local agency <br />so the number of qualified candidates that it can offer could be more limited than that of <br /> <br />.......
