- . 3H _� <br /> � <br /> ����� _ <br /> T�'t�+� Hc�nt�rab�+� :�a�c�r ar�t� ��'�our����. <br /> Fro� �h� !� ' N1ana �r <br /> April 24, 2000 <br /> Subject � <br /> Installation of Rubberized Railroad Crossings at Various Locations Along the Caltrain <br /> Commuter Railroad Tracks Within .San Mateo County — Engineering File No. 1602-05 <br /> Recommendation <br /> Adopt a resolution approving Program Supplement No. 022 Rev. 2 to Local Agency <br /> State Agreement No. 04-5029, in the amount of $150,000 for funding change orders <br /> and additional construction management for the installation of rubberized at-grade <br /> crossings at various locations along the Caltrain commuter railroad tracks within San <br /> Mateo County. <br /> Background <br /> As the •"Lead Agency", Redwood City administered and coordinated the design and <br /> construction of this project between the Cities of San Mateo and Burlingame, San <br /> Mateo County, and Caltrans. Originally, Redwood City's six at-grade crossings were a <br /> part of this project, but during the final design phase (due to shortfall in funding), <br /> Redwood City's crossings were deleted from the project. Redwood City's six crossings <br /> are included as part of the Joint Powers Board's (JPB] current Facilities Upgrade <br /> Project (referred to as the "Ponderosa ProjecY'). The City's coordination effort included <br /> obtaining the necessary permits, administering the design, executing the cost sharing <br /> agreements, and administering the construction activities for installing concrefie panels <br /> at five at-grade crossings. <br /> Although construction has been completed, additional funds are required to reimburse <br /> the City for construction change orders, construction management expenses, and to <br /> set-aside contingencies for potential claims. The contractor has not agreed to the final <br /> cost payment, and has, therefore, protested several of the change orders that have <br /> been issued and has filed a"Notice of Potential Claim". <br /> On July 29, 1996, the City Council approved by Resolution No. 12838, Program <br /> Supplement No. 022 under the Master Agreement for Local Agency Federal Aid for <br /> Urban Transportation System Projects, which provided the funding of design <br /> engineering for the project, and on October 6, 1997, Program Supplement No. 022 <br /> Rev. 1, which provided funding for construction engineering and construction, was <br /> approved by the City Council. <br /> � _ ._ . _ _....__.... _._r <br />
