I <br /> <br />REPORT <br /> <br />To the Redevelopment Board <br />From the Executive Director <br /> <br />May 8, 2000 <br /> <br />Subject <br />Agreement for Public Information Consulting Services for the Proposed Downtown Retail- <br />Cinema Project <br /> <br />Recommendation <br />Approve the resolution authorizing the Redevelopment Agency to enter into an agreement <br />with Gallagher Associates to provide public information consulting services for the <br />Downtown Retail-Cinema project for a budget not-to-exceed $50,000. <br /> <br />Background <br />In September 1999 the Agency prepared a Request for Proposals (RFP) for consulting <br />services to include assistance with the preparation of a public information program with <br />regard to the proposed Downtown Retail-Cinema project. Two proposals were received, <br />interviews were held and Gallagher Associates was selected. Under the initial contract, <br />which was under $10,000, the consultant assisted in the development of a public <br />information system that included methods for informing the public, soliciting input, tracking <br />and managing the public input, and preparing the responses. They also assisted with the <br />planning for the Downtown Idea Exchange held in November 1999. <br /> <br />During this time, the Agency Board committee for the project indicated a desire to provide <br />information to the public via a periodic newsletter to be sent to all residences and <br />businesses in the City. During January and February 2000, the consultant assisted ili the <br />design, production and distribution of the first newsletter, which was mailed in March 2000. <br />These services were provided for under $10,000. <br /> <br />It is the goal of the Agency Board and the cinema committee to continue these public <br />information efforts for the duration of the public process for the Retail-Cinema project. It <br />will be particularly important to have a system in place for informing the public when the <br />Draft Environmental Impact Report is available for public review in May 2000. Therefore, <br />the committee and staff would like to enter a long-term agreement with the consultant so <br />that the services can be provided without interruption. It is anticipated that the term of <br />service would be for the remainder of the 2000 calendar year or until the budget is <br />expended which ever occurs first. <br /> <br />1 - <br /> <br />---..--.
