r¡c,-I

May 8,2000

Subject
Fiscal Year 2000-2001 Cost Shared Sidewalk Repair Project

Recommendation
By resolution, approve specifications and authorize the call for bids for the 2000-2001 Cost
Shared Sidewalk Repair Project

Background
Staff has prepared the contract documents and specifications for the next annual Cost
Shared Sidewalk Repair Project. The cost shared sidewalk repair project enables the City
to offer cost-shared repairs citywide and the prompt construction of wheel chair ramp at
needed locations. The Cost Shared project is approaching tree preservation based on the
Tree Policy Task Force recommendations. There will be continuing opportunities for
testing options and developing costs for different repair options during the cost shared
repairs.

The cost-shared repairs have been well received by property owners. The project has
been effective repairing damaged sidewalks outside of the annual Tree Preservation and
Sidewalk Repair Program project area. The cost shared sidewalk repairs are available to
any property owner with damaged sidewalk, driveway approach or curb adjacent to their
property. The contract will be available to property owners for 12 months or until the total
contract amount is reached.

The 1999-00 Cost-Shared Sidewalk Repair Project contract bid was $127,750.00 and will
close out at approximately $151,000 as the final repairs have been completed il'1 March
2000. . The original contract price was exceeded in January 2000. The cost shared
response received from the property owners was an acceptance rate of around 25%. Staff
did not return any checks received prior to a selected cut-off date in January. There
currently is a waiting list of twenty-five property owners for cost shared repairs that staff
will process once the new project bids are received.

The 2000-2001 contract amount will be approximately $180,000, depending on the actual
bid prices received. The project will include sidewalk, curb and gutter, driveway approach
and wheelchair ramp construction. The City's estimated share of the project is projected
to be $115,000. The cost-shared reimbursement estimated to be received from property
owners is projected to be $65,000. The higher amount of the City's share is due to the
inclusion of the wheel chair ramp construction and root pruning costs, which are normally
not charged to the adjacent property owner. This project is larger due to previous demand.

GM/WordiCouncil reportslcssidewalklOOAward

r-
