<br /> <br />ßA" J <br /> <br />May 8, 2000 <br /> <br />Subject <br />Adoption of the Consolidated Plan for 2000-2005 <br /> <br />Recom mendation <br />1) Approve the Consolidated Plan Strategy for 2000-2005; and <br />2) Approve the Housing and Human Concerns Committee's Funding Recommendations for <br />2000/2001 - Annual Action Plan <br /> <br />Background <br />A Consolidated Plan is a collaborative process whereby the community establishes a unified <br />visíon for community development actions. The Plan serves four separate but integrated <br />functions: <br />. A planning document for the jurisdiction, which builds on a participatory process at <br />the lowest levels, <br />. An application for the receipt of federal funds under HUD's formula grant programs, <br />. A strategy to be followed in carrying out HUD programs, and <br />. An action plan that provides a basis for the City, the community and HUD to assess <br />performance. (see page C-2 and following) : <br />As a condition of receiving federal funds, the City is required to prepare and adopt a <br />Consolidated Planning Strategy every 5 years. The City's current Plan will expire effective June <br />30, 2000. <br /> <br />The Consolidåted Plan <br />The Consolidated Plan is a performance measure that looks at how the City uses federal <br />funding to meet the needs of low income households: It: 1) documents the City's Homeless <br />and Housing Need and Housing Market Needs Analysis to determine adequacy in the supply <br />of housing and community development services and facilities to the needs identified in the <br />assessments conducted; 2) identifies a 5 Year Strategic Plan regarding the priorities to meet <br />needs based on leveraging federal dollars with other sources of funding, and 3) develops <br />Annual Action Plans identifying how funds will be spent each year of the Plan period to <br />implement the Strategic Plan. The Consolidated Plan requires a Citizen Participation process <br />for a public input on how funds are to be used within the community. <br /> <br />Annual Action Plan <br />A key component of the Consolidated Plan is an Annual Action Plan. The Annual Action Plan <br />constitutes funding recommendations made by the Housing & Human Concerns Committee <br />(HHCC) and approved by Council each year to implement the 5 year Strategy. The funding <br />recommendations suggest dollar amounts and specific programs and activities to be funded <br />from each annual entitlement of CDBG and HOME funds the City will receive during the 5 year <br />term. The HHCC is recommending an Annual Action Plan for 2000-2001 that proposes funding <br />0(31 programs and activities to be carried out during the first year of the Plan at a cost of <br />$1,345,000. These programs and activities implement the Priorities of the Strategic Plan. <br /> <br />--r- <br />
