<br />ßA, 21 <br /> <br />PRIORITY # 2 <br /> <br />Facilitate suitable living environment by improving the safety <br />and livability of neighborhoods by focusing resources for <br />public facilities and services to reduce poverty. <br /> <br />Consultations with service providers indicates that there is a gap between supply and <br />demand of public facilities and supportive service programs for low and very low-income <br />households. <br /> <br />Public facilities and supportive service intervention programs are necessary to: <br /> <br />1. <br />2. <br />3. <br />4. <br /> <br />provide facilities where services can be delivered, <br />improve physical assets in neighborhoods, <br />reduce the incidence of homelessness, <br />prevent at-risk populations from becoming dependent and unable to <br />contribute to society, <br />assure fair housing opportunities, <br />prevent early institutionalization" of elderly, youth, and other special needs <br />populations, <br />provide programs which promote care givers for people with special needs <br />(aging population, persons impacted by closing of nursing homes, and <br />persons with disabilities), <br />provide supportive services that will lead to reduced poverty. <br /> <br />5. <br />6. <br /> <br />7. <br /> <br />8. <br /> <br />As more and more household income is used for housing, supportive services to cover <br />other essential needs are required if low-income residents are to afford food and other <br />basic needs. <br /> <br />Larger subsidies are required to maintain the same levels of service and meet continuing <br />demands as the current economy causes more households to lose their housing. <br />Funding for human services is limited and fund sources may not keep pace with <br />increased needs for services. <br /> <br />Activities <br />. Emergency Shelter and Transitional Housing for homeless families and <br />individuals and battered partners <br />. Adult day care for disabled seniors <br />. Child care for low income infants and children <br />. Fair Housing Counseling assistance for persons experiencing differential <br />treatment <br />. Intervention and anti crime programs for at risk youth <br />. Intervention programs for persons at-risk of homelessness <br />. Case management for persons with HIV/AIDS <br />. Supportive services that help to reduce poverty. <br /> <br />Within the limitations of funding for public service activities, Redwood City will make <br />funding available for various supportive services for Redwood City residents. Programs <br />will include emergency shelter and transitional housing for homeless families, adult <br />individuals, youth and persons with mental disabilities. <br /> <br />11 Institutionalization refers broadly to elderly and disabled persons who may be confined to care facilities and nursing <br />homes when they could remain independent in their homes with supporlive services. This may include <br />institutionalization within a criminal justice system for youth and other persons at-risk. <br /> <br />8-4 <br /> <br />""r"- <br />
