<br />gA.~ . <br /> <br />LEAD BASED PAINT DEFINITIONS <br /> <br />Abatement: Abatement means any set of measures designed to permanently eliminate <br />lead-based paint hazards in accordance with standards established by appropriate <br />Federal agencies. Such term includes: <br /> <br />. the removal of lead-based paint and lead-contaminated dust, the permanent <br />containment or encapsulation of lead-based paint, the replacement of lead- <br />painted surfaces or fixtures, and the removal of covering of lead- <br />contaminated soil; and <br /> <br />. <br /> <br />all preparation cleanup, worker protection, disposal, and post-abatement <br />clearance testing activities associated with such measures. <br /> <br />Encapsulation: A method of abatement that involves the coating and sealing of <br />surfaces with durable, surface coatings specifically formulated to be elastic, able to <br />withstand sharp and blunt impacts, long-lasting, and resilient, while also resistant to <br />cracking, peeling, algae, fungus, and ultraviolet light. Encapsulation prevents any part of <br />lead-containing paint from becoming part of house dust or otherwise accessible to <br />children. Paint is not an encapsulant. <br /> <br />Enclosure: The resurfacing of covering or surfaces with durable materials such as <br />gypsum board or paneling, and sealing or caulking the edges and joints. Enclosure <br />prevents or controls chalking, flaking, peeling, scaling, or loose-lead-containing <br />substances from becoming part of house dust or otherwise accessible to children. <br /> <br />Interim Controls: "Interior controls" means a set of measures designed to temporarily <br />reduce human exposure or likely exposure to lead-based paint hazards, including <br />specialized cleaning, repairs, maintenance, painting, temporary containment, ongoing <br />monitoring or lead-based paint hazards or potential hazards, and the establishment and <br />operatio.n of management and resident education programs. <br /> <br />Interim Guidelines: HUD's manual of lead-hazard reduction practices: "Lead-Based <br />Paint" Interim Guidelines for Hazard identification and Abatement in Public and Indian <br />Housing," revised September 1990 and May 1991. <br /> <br />HEPA (High efficiency particulate accumulator): A vacuum cleaner fitted with a filter <br />capable of filtering out particles of 0.3 microns or greater from a body of air at 99.97 <br />percent efficiency or more. <br /> <br />Lead-Based Paint: The HUD thresholds or actions levels for abating lead-based paint <br />are: one milligram per square centimeter (1 mg/cm2); or 0.5% by weight. <br /> <br />Lead-Based Paint Hazard: "Lead-based paint hazard" means any condition that <br />causes exposure to lead from lead-contaminated dust, lead-contaminated soil, lead- <br />contaminated paint that is deteriorated or present in accessible surfaces, friction <br />surfaces, or impact surfaces that would result in adverse human health effects as <br />established by the appropriate Federal agency. <br /> <br />Lead-Contaminated Soil: "Lead -contaminated soil" means bare soil on residential real <br />property that contains lead at or in excess of the level determined to be hazardous to <br />human health by the appropriate Federal agency. <br /> <br />0-5 <br />
