Year Cumulative Levy: TotCumLevy

Reason for the Proposed Assessment: On April 22, 1985 the City Council of the City of
Redwood City established the Seaport Centre Maintenance District (the "District") which
provided for the levy of annual assessments on parcels within the District pursuant to a method
of assessment spread in an aggregate amount sufficient to pay for estimated annual
maintenance expenses associated with public improvements relating to levees, stonn drains,
water facilities and sanitary sewer facilities (the "Facilities") in the District, the operation and
maintenance of which benefited privately owned parcels within the District. On November 5,
1996 California voters approved Proposition 218, an amendment to the California Constitution
that requires existing, new or increased assessments, beginning July 1, 1997, to be approved by
affected property owners pursuant to a majority vote. Each property will receive one ballot that
is weighted according to the proportional financial obligation of the affected property.

The 5-year budget is detailed in the Engineer's Report, which is on file with the City Clerk and
available for public inspection.

Description of Improvements: The Facilities to be maintained by the District include 1) any
and all levees for the protection of the Seaport Centre project from inundation, any and all
retaining walls, and any and all outboard rock slope protection facilities necessary for erosion
control, together with any and all appurtenances to any of the above now existing or hereafter
to be constructed in or for the Seaport Centre project; 2) any and all surface and subsurface
stonn drainage facilities, including, but not limited to, stonn drain pump stations, stonn drain
mains, manholes with manhole frames and covers, and inlets and catch basins, together with
any and all appurtenances to any of the above now existing or hereafter to be constructed in or
for the Seaport Centre project; 3) any and all water facilities, including but not limited to, water
mains, valves, tees, hydrants, services, meters and meter boxes, together with any and all
appurtenances to any of the above now existing or hereafter to be constructed in or for the
Seaport Centre project; and, 4) any and all sanitary sewer facilities, including but not limited to,
sanitary sewer mains, manholes with manhole frames and covers, cleanouts and laterals,
together with any and all appurtenances to any of the above now existing or hereafter to be
constructed in or for the Seaport Centre project.

1

--. ,m.m ."r.m~.. _.m,
