<br />, IU" ~ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2000 <br /> <br />Subject <br />Commercial Plant Material Collection Program <br /> <br />Recommendation <br />It is recommended that Council introduce the ordinance amending the franchise agreement <br />with Browning Ferris Waste Systems of North America, Inc. to provide for plant material <br />collection services for commercial, industrial, and institutional accounts. <br /> <br />Background <br />The South Bayside Waste Management Authority (SBWMA) has developed a commercial <br />plant material collection program with the objective of diverting additional plant material to <br />assist in meeting our state-mandated diversion goals. Browning Ferries Industries (BFI) <br />began a pilot program targeting commercial accounts which generate at least two cubic <br />yards per week of plant material (such as corporate campuses, corporation yards, and <br />schools), and found that there is a significant amount of plant material recycling potential <br />with these accounts. <br /> <br />Currently, the franchise agreement with BFI provides only for residential plant material <br />collection. Therefore, the franchise agreement must be amended to expand these services <br />to include commercial subscribers. <br /> <br />Approving the implementation of the commercial plant material collection program will cost- <br />effectively divert an additional estimated 1,150 tons of plant material in Redwood City per <br />year. The total estimated cost for diverting this additional tonnage will increase commercial <br />solid waste collection rates by approximately 0.3%.1 The benefits of participating in this <br />program are to continue to demonstrate to the State of California Waste Management <br />Board that Redwood City is actively implementing programs to comply with our state- <br />mandated diversion requirements and to divert an estimated additional 1,150 tons per <br />year. <br /> <br />BFI staff will contact the targeted commercial customers, promote the program, and <br />educate the participants. BFI will submit a report after three months to each jurisdiction <br />reporting on the number of the commercial accounts participating. At a later date, should <br />increased participation in this program be desired, the Council may elect to offer a discount <br />on recycled plant material collection to commercial accounts that participate in this <br />program. <br /> <br />1 1,150 tons at $21.66 per ton equals $24,900 - 0.3% of commercial solid waste revenue. <br />1 <br /> <br />.-"..'
