<br />1O A":\ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22,2000 <br /> <br />Subject <br />Sign Ordinance - Amortization provisions. <br />Public Hearing to determine the need for the abatement and/or regulation of on-premises <br />advertising display (Section 3.130, Amortization of nonconforming signs) of the Sign <br />Ordinance (# 2161), as required by State law (per section 5491.1 (c) (1) of the California <br />Business and Professions Code). <br />Review and selection of enforcement alternatives and related costs. <br /> <br />Recommendation <br />1. Hold a hearing on the need for the regulation or prohibition of on-premises advertising <br />display. <br />2. Take action to conclude that the Sign Amortization Provisions (Section 3.130 of the Sign <br />Ordinance ): <br />a) Are justified as presently specified and direct staff to return with appropriate findings <br />corresponding to the action taken. <br /> <br />or <br />b) Are justified as revised by the City Council and direct staff to return with appropriate <br />findings and amendments corresponding to the action taken. <br /> <br />or <br />c) Are not justified and direct staff to return with findings and an appropriate amendment <br />to the sign ordinance corresponding to the action taken (no Sign Amortization <br />Provisions ). <br />3. Review enforcement alternatives and related costs and select option(s) according to <br />recommended priorities. <br /> <br />Background <br />The following is a chronological summary of the Sign Ordinance revision process: <br /> <br />1. March 1998: Sign Ordinance Focus Group is created, sign consultant is hired. <br />2. May 1998: Joint Study Session with City Council, Planning Commission and <br />Architectural Review Committee (ARC) as well as members of the Sign Ordinance. <br />The Sign Focus Group reviews key issues related to the Sign Ordinance revision <br />process. <br />3. June 1998 - May 1999: Public meetings (with the Sign Ordinance Focus Group, ARC) <br />and Public Hearings (with the Planning Commission) are held to review the draft Sign <br />Ordinance. <br />4. October 1998: Joint Study Session with City Council, Planning Commission and ARC <br />to review finalized dràft Sign Ordinance, additional modifications are made. <br />5. December 1998: Two additional meetings are held by the Planning Commission and <br />subsequent changes are recommended regarding the amortization process. Minor <br /> <br />""T"-- <br />
