\ \ ß- 3

6. A recently negotiated easement for access to the boat ramp used to launch
maintenance watercraft requires approval from the Redwood Shores Homeowners
Association up to twelve hours in advance of accessing the ramp. This is to ensure
that maintenance functions don't interfere with recreational and other uses of the
ramp. This requirement may occasionally diminish maintenance response time,
which could increase the cost of controlling outbreaks when they are at their peak.

Staff recommends Council approve Task Order No.3, which provides an additional
$81,325 through June 30, 2000 plus $433,405 for the period July 1, 2000 through Dec.
31, 2001, and extends the term of the agreement to December 31, 2001. This is the
maximum expenditure anticipated; actual expenses may be less depending on the
factors and variables described above. Waterworks Industries, Inc. has agreed to honor
their bid rates from June 1999 through December 2001.

Fiscal Impact
The total FY 1999/00 budget approved by Council for lagoon management is $130,000
(funded by GID 1-64 Maintenance District assessments). Total projected costs are
$204,730, leaving a shortfall of $74,730. (See Budget Summary, Attachment 1). With
Council's concurrence, staff will request a year-end adjustment to cover the shortfall in
FY 1999/00 appropriation. A budget request to fund lagoon maintenance services
beginning July 2000 will be submitted as part of the biannual budget request process.

Ed Everett ø 4

City Manager

Attachments
1.
