<br />~c.'" a <br /> <br />REPORT <br /> <br />To the Redevelopment Board <br />From the Executive Director <br /> <br />May 22, 2000 <br /> <br />Subject <br />Agreement for Professional Database Services for Computer Modeling and 3D Simulation <br />of the Proposed Downtown Retail-Cinema Project <br /> <br />Recommendation <br />Approve the resolution authorizing the Redevelopment Agency to enter into an agreement <br />with Multigen-Paradigm for Professional Database Services for Computer Modeling and <br />3D Simulation of the Proposed Downtown Retail-Cinema Project for a budget of $30,615. <br /> <br />Background <br />During the Environmental Impact Report (EIR) scoping sessions held in January and <br />February 2000, there were a number of requests made by the public and the Architectural <br />Review Committee to create a computer model and 3D simulation of the Proposed <br />Downtown Retail-Cinema Project. The purpose of this study would be to provide a better <br />understanding of how the proposed project would appear in relationship to the existing <br />surroundings. This type of computer model allows for real-time visualization. To the <br />viewer, it provides a journey around and through the project and site. <br /> <br />The project boundaries are as follows: <br />. Retail-cinema site - 2100 block of Broadway bounded by Broadway, Jefferson, and <br />Middlefield Road <br />. Parking structure site - Middlefield Road bounded by Middlefield, Jefferson, the railroad <br />tracks, and a portion of Winslow. <br /> <br />The attached proposal provides a scope of work for the two blocks listed above, the <br />adjacent streets, and properties located directly across the street. <br /> <br />This computer model could become the basis for an expanded model of the downtown <br />area that might be utilized by the Downtown Area Plan Task Force in their work developing <br />a master plan for the downtown. Ideas for future planning purposes could be incorporated <br />into the model and become a useful tool for the City Council, Planning Commission and <br />staff in decision making. <br /> <br />Additionally, the database could even be expanded to include the entire Redevelopment <br />Area if it was deemed appropriate. <br /> <br />It should be noted that the Proposed Retail-Cinema Project developer is planning to <br />prepare a physical miniature model of the project as well. Staff interviewed several firms <br />to perform the work requested by the Architectural Review Committee. Multigen-Paradigm <br />is uniquely qualified in the field of real-live visualization. <br /> <br />-,..-. "'-T"- <br />
