<br />s-~ - \ <br /> <br />REPORT <br /> <br />To the Redevelopment Agency <br /> <br />May 22,2000 <br /> <br />Subject <br />Contract with Fraser & Associates <br /> <br />Recommendation <br />It is recommended that the Agency Board approve by resolution the contract with Fraser <br />and Associates for services relating to amending the Redevelopment Plan <br /> <br />Background <br />If approved, this proposed amendment would be the fourth in the Redevelopment Agency's <br />history. The Redevelopment plan was originally adopted in 1982 and amended in: <br /> <br />. 1985 to add territory along EI Camino in what is now Sequoia station <br />. 1990 to add most of the downtown and the area between EI Camino and <br />Veterans Boulevard to the new "Downtown' Sub-Area. <br />. 1994 to make technical amendments to the Redevelopment Plan to make it <br />conform to the recently passed AB 1290. <br /> <br />The state Redevelopment Law provides that Redevelopment agencies have twelve years <br />from the date of plan adoption or amendment to use the power of eminent domain. The <br />technical amendments made in 1994 did not include any revision to the eminent domain <br />power, so Redwood City's twelve-year span commenced in January 1990 and will <br />conclude in January 2002. <br /> <br />Staff anticipates that there will be several major projects that may only be possible if the <br />Agency has the power of eminent domain. The Agency's Redevelopment Plan for <br />Redevelopment Project No.2 will have to be formally amended to extend the authority. The <br />amendment process is detailed and labor intensive, and staff recommends the use of a <br />consultant with expertise in this technical area. The firm of Fraser and Associates has this <br />experience. Don Fraser, the firms Principal, has worked with the Redevelopment Agency <br />since 1988. <br /> <br />Alternative <br />1. Use another firm or Agency staff to manage the plan amendment process. <br />2.
