<br />1 &-1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2000 <br /> <br />Subject <br />Job description for Community Service Officer classification. <br /> <br />Recommendation <br />It is recommended that Council approve the job description for the Community Service <br />Officer classification. <br /> <br />Background <br />In recent years, there has been a City Council directive to improve the enforcement of <br />property nuisance ordinances as well as the adoption of additional ordinances. In an effort <br />to comply with Council's direction to ensure that these ordinances are properly enforced, <br />the Community Development Services Department decided to employ Community Service <br />Officers - on a trial basis - for the sole purpose of assisting in enforcing the property <br />nuisance codes. The trial period garnered excellent results in requiring compliance with <br />city codes. Based on this sterling outcome, the Community Development Services <br />Department has decided to formally employ two CSO's in the enforcement of city codes. <br /> <br />Alternative <br />The alternative would be to leave the task of enforcing city codes to existing Building <br />Inspectors, who are already burdened by other critical and time-consuming responsibilities. <br />The probability that city codes would be enforced to the extent necessary would be <br />seriously compromised. <br /> <br /> <br />Fiscal Impact <br />The cost of two CSO positions (salary & benefits) for FY 2000-01 is $113,246 and will be <br />paid from the Community Development Services budget. One Building Inspector position <br />will be deleted from the FY 2000-01 budget and the savings (salary & benefits) of $71 ,457 <br />will be used to help fund the cost of these two CSO positions. The remaining difference <br />of $41 789 needed to fund the two positions has been appropriated in the Code <br />Enforcement subprogram budget for FY 2000-01.
