5> &-1

REPORT

To the Honorable Mayor and City Council
From the City Manager

June 5, 2000

Subject
Approval of Service Agreements with PG&E to Perform Work on the New Fire Station
No. 11 - Engineering File No. 1107-02

Recommendation
Adopt a resolution approving two service agreements with Pacific Gas & Electric
(PG&E) to perform gas and electrical service work on the New Fire Station No. 11, for
an amount of $35,773.84.

Background
In January of 2000, the Council approved a contract with W.L. Butler Construction, Inc.
of Redwood City, California and their subcontractors to perform the construction phase
of the New Fire Station No. 11. The firm of W.L. Butler of Redwood City teamed-up
with the architectural firm of RMW Architects of San Jose, California to prepare the
plans and specifications for the building. The contract with W.L. Butler calls for a Total
Agreed Price of $2.2 million for the completed facility.

The project is well underway, in spite of a few weeks of delay in the beginning, caused
by heavy rain. Support steel is now visible above the slab foundation for the new
building.

The City has received quotes for the new building services (gas/electric) from PG&E.
The total cost for providing gas and electrical facilities to the new building amounts to
$35,773.84, the majority of which includes $31,464.54 for relocating a high voltage pole
(which is blocking the new driveway). The amount of $4,309.30 is for the gas and
electrical services to the new building. We had not budgeted that large amount of
money for pole relocation, figuring the cost would be borne by PG&E as the franchisee.

Staff pursued PG&E for an explanation for the inordinately large expense for the pole
relocation. Apparently our franchise agreement only covers pole relocations caused by
a "change in alignment or grade for a street", and therefore, this cost will have to be
paid by the City.

Fiscal Impacts
The total cost of $35,773.84 for the PG&E services will have to come out of our
contingencies budgeted for this project. We budgeted only about 5% or $100,000 for

",.",.".,........-..-,..,....,........,."......"........-... r '
