-\

REPORT

--

To the Honorable Mayor and City Council
From the City Manager

June 12, 2000

Subject
Department of Conservation Funding for Promotion of Beverage Container Recycling

Recommendation
Staff recommends that the City Council adopt a resolution approving the submittal of a
funding request form to the State Department of Conservation for a grant in the amount
of $22,390 to promote beverage container recycling and litter cleanup.

Background
State Senate Bill 332 requires the Department of Conservation to distribute funds annually
to eligible cities and counties for beverage container recycling and litter cleanup activities.
- The funds must be used for the collection and recycling of beverage containers at public
areas, residential communities or schools, or may be used to educate the public about
beverage container recycling and litter prevention.

-

Staff recommends that the Redwood City 1999-2000 grant funds be pooled with other
South Bayside Waste Management Authority (SBWMA) jurisdictions to be used for public
education and promotion of beverage container recycling throughout the SBWMA service
area. Both city staff and SBWMA staff agree that a program which pools funds from
SBWMA agencies may allow us to obtain greater benefits than if each agency acts
independently. Kathleen Gallagher, Recycling Programs Manager for the SBWMA, will
administer the combined grants to the benefit of participating cities. Ms. Gallagher will also
attend to all administrative responsibilities associated with this grant.

The funding request form was required to be submitted by May 31, 2000. Staff, however,
was not made aware of this grant in time to place this item on a Council agenda before
May 31. Accordingly, Redwood City's application for funds was submitted before the May
31 deadline and will be processed if Council adopts this resolution. Should Council elect
not to approve this item, Redwood City's application for funds will be withdrawn.

Fiscal Impact
The City will receive $22,390 from the state, which will be used in conjunction with other
SBWMA membelS to promote beverage container recycling. ~ J

~ /JJl~ __b~jf-

Mauree Lennon Brian onty Ed verett :
Sr. Accountant Finance Director City Manager
Manager/Revenue Services

'-""'-"""'~""T
