<br />'1L- <br /> <br />REPOR T <br /> <br />THE HONORABLE MAYOR AND CITY COUNCIL <br />FROM THE CITY MANAGER <br /> <br />June 12,2000 <br /> <br />Subject: <br /> <br />Crossing Guard Service <br />Recommendation: <br /> <br />The City contract with All City Management Services to provide school-crossing guard services. <br /> <br />Background: <br /> <br />I n fiscal 1999-2000 the City contracted with All City Management Services to staff 18 school <br />crossing guard posts. The City chose to have All City Management Services provide school <br />crossing guard services as a replacement for the existing program that was staffed by part-time <br />11ice department personnel. <br /> <br />This contract called for a pay rate for the employees at $9.59 per hour. The total amount of <br />contracted hours was 11,172 with a total costof$107,139.00. <br /> <br />This contract expires on June 30,2000. <br /> <br />All City Management Services wishes to enter into a new contract for fiscal 2000-2001 with an <br />increase in contracted amount. This new contract will increase the pay rate for the crossing <br />guards to $10.26 per hour. The total amount of contracted hours will remain at 11,172 with a total <br />cost of $114,625.00. <br /> <br />Alternative: <br /> <br />1) <br /> <br />A contract could be drawn with another vendor. However, there are no other vendors that <br />offer this service. <br /> <br />2) <br /> <br />The police department could provide these services "in house". While less expensive, we <br />found recruitment and retention of crossing guards highly problematical. Additionally, when <br />vacancies occurred in the crossing guard ranks, highly skilled police officers were used as <br />crossing guards and this impacted the delivery of police services. <br /> <br />" ".~---"- -'~"T-'""'" <br />
