<br />7AlL <br /> <br />REPORT <br /> <br />To the Redevelopment Agency <br /> <br />June 12,2000 <br /> <br />Subject <br />First Time Home Buyer Program <br /> <br />Recommendation <br />Staff recommends that the Agency Board: <br />1. Approves this report constituting the Program Guidelines, by motion. <br />2. Approves the contract with First Home Incorporated (FHI) for the administration of <br />the First Time Home Buyer (FTHB) Program by resolution. <br /> <br />Background <br />In December 1999, a Committee was proposed to make recommendations on a First Time <br />Home Buyer Program (FTHB). The membership was to consist of three councilmembers, <br />one Planning Commissioner, two members of the Housing and Human Concerns <br />Committee, one representative of the Redwood City School District, a lender and a realtor. <br />The Committee also used the expertise of two people with direct experience running similar <br />programs - Scott Coe, who administers the San Mateo County's own program as well as <br />Foster City; and Walter Zhovreboff who runs the programs in Millbrae and San Bruno as <br />well as programs in Fairfield and San Mateo. <br /> <br />The Mayor appointed the Committee members in January 2000. The members were: <br /> <br />Chairman Jeff Ira Council <br />Colleen Jordan Council <br />Diane Howard Council <br />Tamara Piulle Planning Commission <br />Peggy Tweedie Housing & Human Concerns Committee <br /> (HHCC) <br />Nick Watry HHCC <br />Neil Call Redwood City School District (RCSD) <br />George Mozingo SAM CAR <br />Bill Peterson Bay Area Bank <br /> <br />In addition to the above, Dom Infantino attended three of the four meetings as an <br />interested realtor; and Johanna Rasmussen attended all the meetings. <br /> <br />The Committee held four meetings on: <br /> <br />1 <br /> <br />,.
