Ms. Jones-Thomas said that <br />the Housing and Human Concerns Committee planned to take the <br />Landbanking program to the City Council on November 22. She said that <br />the issue will be broken down into two parts. One will be a series of <br />programs to be funded and the second is policies to be adopted to further <br />affordable housing. Ms. Jones-Thomas said that on Page 30 there are a <br />couple of land use issues that will require the Planning Commission to be <br />a partner in the process. <br /> <br />The proposal is that the City will have some type of Ordinance that will <br />provide for efficiency units to be build. Ms. Jones-Thomas said that if the <br />Commissioners have comments that staff would like to incorporate those <br />comments in the staff report scheduled for Council approval on November <br />22. Ms. Jones-Thomas said that what she Î'S looking for from the <br />Planning Commission is to support the concept and give feedback to take <br />back to the City Council. <br /> <br />Chairman Verdone said that he would like to talk about the time frame in <br />respect to the funds. Commissioner Sanfilipo asked about the 1 st Home <br />Time buyer program. Ms. Jones-Thomas said that the 1st Home Time <br />buyer program would be similar to the program the City Council operated <br />previously that assisted 15 people to buy their first home. Currently there <br />is a unit .available for sale at Wyndham Place. <br /> <br />MIS: Sanfilipo/Bursak: Motion to recommend to the City Council <br />approve the Landbanking Program. <br /> <br />Motion carries <br /> <br />Report on Status of Housing Element <br /> <br />Ms. Riordan gave an update on the status of the Housing Element. She <br />said that staff is hopeful to have the Housing Element certified by <br />November. The reasons that we did not get certified are outline in the <br />Memo Update and are due, in part, to our difficulty in coming up with <br />required very low and low-income units/sites.
