.)

REPORT

To the Honorable ,Mayor and City Council
From the City Manager

June 12, 2000

Subject
Advertisement for bids - Automated Irrigation System Supply and Installation

Recommendation
Adopt a Resolution approving the contract documents entitled, "Contract Documents-
Automated Irrigation System Supply and Installation", and authorize advertisement for
bids.

Background
The Parks, Recreation and Community Services Department has over 150 irrigation
controllers. To improve efficiency and reduce the amount of water used in irrigation,
replacement of existing controllers with computer controlled, highly sophisticated irrigation
controllers is recommended. As the first phase of this project, 6 controllers will be replaced
in Red Morton Community Park. These controllers will be evaluated over the period of a
year to assure that they operate as intended and that water use is reduced. Several other
local public agencies have installed central computer controlled irrigation systems and
found that the systems work very well. Centralized computer controlled irrigation systems
allow irrigation controllers in the field to be programmed, tumed off, tumed on or otherwise
controlled via radio signal from a central computer located in the Park Manager's office or
other computer. Information gathered from an on-site central weather station is relayed
to each controller and adjustments to the watering schedule are made automatically. The
benefits of this are that irrigation water is used more efficiently, and the maintenance staff
does not have to visit each of the 150+ controllers to adjust the irrigation schedule. This
is especially helpful during changing weather when unexpected rain may occur.

It is expected that this first phase will prove successful, and subsequent phases will be
undertaken to replace additional controllers throughout the city.

Fiscal Impact
The estimated cost of this project is,$ 60,000 and sufficient funding has been appropriated
~in the Capitallmpr ement Projef budget (3;7-73733) to provide for this expense.
