<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2000 <br /> <br />Subject <br />Professional Services for Downtown Area Plan <br /> <br />Recommendation <br />Adopt the resolution approving and authorizing execution of an agreement for the preparation of the <br />Downtown Area Plan with the firm of EDAW, Inc. <br /> <br />Background <br />The City will soon begin work on the Downtown Area Plan as the first step in the General Plan Update. As <br />you recall, the City Council wanted to first focus on an area plan in order to produce a vision, design criteria, <br />and direction for development in the greater downtown. The consultant will assist the soon to be appointed <br />Downtown Task Force to develop the vision and design criteria for downtown. <br /> <br />An important consideration of the area plan is to have an appropriate planning consultant who will convert <br />the ideas and visions into a clear and effective document. The planning consultant will also prepare an <br />implementation program to reach these desired goals. <br /> <br />On May 17, 2000 the Mayor, Council Member Howard, and City staff (selected by the Mayor to be the <br />Selection Committee) interviewed four planning consultants. After some deliberation, the group selected <br />EDAW, Inc. based on its extensive experience with other downtown area plans, emphasis on community <br />outreach and on realistic, project-based solutions. EDAW also received high marks from other cities and <br />clients. <br /> <br />The consultant's work program and budget are attached. The work program consists of 12 task force <br />meetings and the preparation of an implementation strategy. The document will also include urban design <br />and economic development criteria. The project is estimated to take one year to complete. <br /> <br />The Mayor and staff are also in the process of establishing a Downtown Area Task Force to provide input <br />into the preparation of the Downtown Area Plan. The City sent out an information flyer citywide to every <br />residence explaining the Downtown Area Plan and requesting volunteers. Approximately 90 people with a <br />wide arrange of backgrounds and interests applied for the task force. In mid-July, the City will invite these <br />individuals to a kick-off meeting to formally establish the task force (15 to 20 members) and various <br />subcommittees. At the same time the Mayor will soon be appointing an Advisory Committee including <br />representatives of all City Boards, Committees and Commissions. The purpose of this committee is to allow <br />public committees/commissions to provide their insight at certain stages of the visioning process and <br />document preparation. <br /> <br />Fiscal Impact <br />The cost will be $134,217. The funds have been allocated in the 2000 - 2001 City budget. <br /> <br />Alternatives <br />\ 1.
