<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />Date of Meeting: <br /> <br />June 26, 2000 <br /> <br />Subject <br /> <br />Proposed Child Care Facility in Redwood Shores <br /> <br />Background <br /> <br />The Redwood City Parks, Recreation and Community Services staff, in conjunction with <br />the Redwood Shores Child Care Taskforce (Taskforce), has been working for over a year <br />to identify ways to increase child care opportunities in the Shores. The need for child care <br />in Redwood Shores, as in all of Redwood City, is great because current economic <br />conditions encourage development for uses that can take advantage of the high market <br />values of properties. Child care is not one of these uses. In addition to working with local <br />employers and neighborhood groups to increase child care spaces, the Taskforce identified <br />four potential child care sites on City-owned lands; however, each site has encountered <br />some degree of neighborhood resistance. <br /> <br />In mid-April, a proposal was submitted by Mr. Max Keech to develop a child care facility <br />on a parcel of City-owned land. The parcel is adjacent to City water tank "A" and to his <br />proposed residential suites hotel, at the southern terminus of Twin Dolphin Drive. <br />Attachment 1 provides an overall site plan of the area in question. Given the Council's <br />priority for programs supporting youth and families and the need for child care identified <br />by the community, the proposal was intriguing. Staff was asked to develop a report that <br />would analyze the worthiness of the proposal. <br /> <br />Discussion <br /> <br />Site Challenges <br />The property in question is approximately 1.2 acres in size. There are significant <br />physical challenges to the development of this parcel of land including: <br /> <br />1) Access <br />There are only two realistic options for access to this parcel of land: <br />a) Through the adjacent hotel site, owned by Mr. Max Keech, or <br />b) Via the adjacent Water tank site owned by the City. This would involve removing an <br />existing 6' berm, which now provides a visual barrier for the water tank, and <br />constructing a road from Pico Blvd to the proposed child care property. The estimated <br />cost of this access route (road and sidewalk) is $40,000. <br /> <br />1 <br /> <br />..~ .'T <br />
