<br />I :LET \ <br /> <br />Edgewood Traffic Calming Ad Hoc Group Report to Council <br />Report submitted by Chair Pierce <br /> <br />June 2000 <br /> <br />Members: Councilmembers Ira, Claire, Pierce, Chief Bolanos, Traffic Engineer Rich <br />Haygood, Consultant Dan Smith, Police Department representatives. <br /> <br />This report and recommendation relate to the speed hump issue in the Redwood Oaks <br />Neighborhood, on Orchard. The group asks that Council accept this report and vote for <br />the following recommendation. <br /> <br />Recommendation: Partner with the Redwood Oaks Neighborhood Association to find a <br />location for one or two additional humps on Orchard. When a site is found, install the <br />new hump and remove the hump from in front of 102 Orcq.ard. <br /> <br />Rationale: The 2 speed humps located on Orchard are slowing down traffic as indicated <br />with traffic data gathered. The neighbors located closest to the hump at 102 Orchard are <br />experiencing significant difficulties with the noise. The neighborhood association has <br />discussed with all parties options to resolve the sound issue including window <br />replacement or reducing the hump profile. These options were not acceptable and the <br />neighborhood is becoming polarized. A compromise solution was developed to have the <br />neighborhood association find an additional hump location. The traffic engineer would <br />then come to Council to ask to add the new hump and remove the problem hump at the <br />same time. This would allow the street to continue the speed calming benefits while <br />responding to the specific noise issue. Simple removal of the hump is not recommended, <br />as there are only 2 humps on the block, rendering a single hump ineffective for speed <br />calming. <br /> <br />Important points: Most of the traffic humps are not causing difficulties. Future placement <br />criteria will include petitions with language similar to "I am in favor of the hump even if <br />it is in front of my house." Staff will work to reconcile engineering criteria with personal <br />impacts. <br /> <br />"'~.'-T <br />
