-

REPORT

To the Honorable Mayor and City Council
From the City Manager

June 26, 2000

Subject
Hiring of Lateral Police Officers above entry level.

Recommendation
That the City Council approve the hiring of Police Officers Josh Price, John Gunderson,
Jesse Bets, and Russell Felker at third step rather than entry level.

Background
The Redwood City Police Department has embarked on an aggressive state-wide
campaign to attract qualified lateral police officer candidates. The four officers listed above
are the first four to respond to the campaign. Part of the incentive package the department
offers is the possibility of entering at a pay step higher than entry level. The Department
would like the Council's permission to start these officers at third step.

Alternative
Do not offer this incentive to qualified lateral candidates and risk losing them to agencies
that do.

Fiscal Impact
Officers hired at Step One make $4622 monthly; Step Three is currently $5095. The
difference per month, per officer is $473. Benefits at both steps remain the same.
Therefore the total fiscal impact for the four officers per month is $1892. Funds in FY
1999-2000 are sufficient to hire these officers at this salary level.

/"I'
S;¿~. I'/.:~
/- ,
Scott D.
