<br /> <br />June 26, 2000 <br /> <br />Subject <br />Red Traffic Signal Conversion <br /> <br />Recommendation <br />By Motion, approve Change Order No.1 in the amount of $1,232.00 and Change Order <br />No.2 in the amount of $3,250.37, for the purchase and installation of LED (Light Emitting <br />Diode) traffic signal equipment by Noresco of South San Francisco, and accept the work <br />for a total project amount of $56,485.37. <br /> <br />Background <br />On November 8, 1999, Council approved the contract with Noresco for the subject project. <br />The original scope of work was to convert all of the traffic signal red incandescent lamps <br />to red LED lamps to benefit from the large energy savings. The original project amount <br />was $52,003.00 for 820 LED lamps. At the time of the project approval, staff was uncertain <br />the work could be completed by the December 31, 1999 deadline to qualify for the energy <br />rebates from the "Power Savings Partners" program. <br /> <br />Once Noresco completed their system inventory and project schedule, it was found that <br />the City could add the conversion of incandescent red pedestrian signals to the project, <br />meet the deadline, and realize additional energy savings. Change Orders No. One and <br />Two cover the purchase and installation of the additional pedestrian red LED lamps and <br />adjust the quantities for the correct total number of LED units converted in the project. <br /> <br />Noresco completed the project on time to the project specifications. The lamps have been <br />functioning properly since installation. The City is saving approximately the anticipated <br />amounts on our energy bills. The total LED units installed were: <br />. 595 12-inch balls <br />. 80 8-inch balls <br />. 135 12-inch arrows <br />. 37 Pedestrian "don't walk" symbols. <br />847 Total LED lamps <br /> <br />The Original project amount was $52,003.00. Two change orders totaled $4,482.37 <br />(8.6%) for a total project amount of $56,485.37 consisting of 847 LED traffic signal and <br />pedestrian signal lamps. The anticipated annual energy savings from the LED conversion <br />is $54,300.00 based on Noresco audits of intersections after the conversion.
