<br /> <br /> <br />June 26, 2000 <br /> <br />Subject <br />Rolison Road Soil Remediation Task Order <br /> <br />Recommendation <br />Approve Task Order increasing agreement with Controlled Environmental Services. <br /> <br />Background <br />On March 27, 2000, Council awarded a bid to Controlled Environmental Services for <br />removing contaminated soil from the Rolison Road housing site. The bid documents <br />assumed that approximately 80 cubic yards of contaminated soil would be exported from <br />the site to an approved facility, and that 80 cubic yards of a Class II material would be <br />imported to the site to backfill in the contaminated areas. The Work Plan for this site <br />approved by County Environmental Health required ongoing testing as excavation <br />occurred. Based on the results of these tests, additional excavation would be required if <br />further contamination was discovered and if the soil could not be reused, that additional <br />Clean material would be imported at an additional cost. <br /> <br />The bid was awarded to Controlled Environmental Services at $25,837.20. Council also <br />authorized by Minute Order, a 10% contingency and a 5% testing and inspection fee for <br />a total project budget of $29,712.78. The remediation work was required as a condition of <br />transferring this land to Peninsula Habitat for Humanity for housing. <br /> <br />The excavation and import work is now complete. Based on test results, 180 cubic yards <br />of soil was removed from the site. None of this material met the County's standard to be <br />re-used, therefore, 180 cubic yards of soil was replaced on the site. The additional <br />volumes resulted in an additional cost of $9,826, bringing the total cost to $37,663.20. This <br />leaves an unpaid balance of $11 ,826.00. <br /> <br />Fiscal Impact <br />This Task Order requests an additional $11,826.00 from Community Development Block <br />Grant funds allocated in the Rolison Road Housing project budget.
