REPORT

To the Honorable Mayor and City Council
From the City Manager

June 26, 2000

Subject
Final Acceptance (Stacy Witbeck, Inc.) - Rubberized Railroad Crossings in the Cities of
Burlingame and San Mateo Engineering File No. 801-05

Recommendation
Accept the construction of the Rubberized Railroad Crossings in the Cities of
Burlingame and San Mateo, and authorize the release of the bonds to the Contractor.

Background
On September 21, 1998, by Resolution No. 13461, the City Council awarded the
Contract for the Rubberized Railroad Crossings in the Cities of Burlingame and San
Mateo to Stacy Witbeck, Inc. of San Francisco, California, in the amount of
$1,228,623.50. A total of five (5) at-grade railroad crossings were improved and
upgraded. These at-grade crossings included Broadway, Howard Avenue, and Oak
Grove Avenue in Burlingame, 25th Avenue in San Mateo, and Peninsula Avenue, which
is in both Burlingame and San Mateo. At the direction of the Joint Powers Board
(JPB), the at-grade panels were changed from rubber to concrete. The work has been
satisfactorily completed and accepted by the JPB, and each of the respective cities.

There were a total of 23 change orders totaling $72,982.98. This represents 5.9% over
the original contract award amount, with a final contract amount of $1,301,606.48.

Although this recommendation will close out the construction contract, staff is awaiting
final costs from the JPB for Construction Management, Inspection, flagging and other
related expenses. Once these costs are reviewed and substantiated, a final report will
be prepared recommending closing out JPB's Service Agreement with the City.

Fiscal Impacts
Funds in the amount of $1,301,606.48 have been appropriated in the 1996/1997,
1998/1999, and 1999/2000 Capital Improvements Program for Gas Tax Construction,
and are reimbursed from Federal and State Grant Funds, and from the Cities of
Burlingame and San Mateo.

~ ./
~/¿,4&j» / ./
Brian Lee -
Senior Civil Engineer

e atterson
anager, Engineering & Construction

., :1
'f' ;:
/' '1, 1,:
J !' .!
'f:' >vJJif"'-

Ed Éverett
City Manager

BLss
sAibrary/reportslbrian/A CCEPT ANCE- RUBBE RIlED RRXING

.~_.-... --'I'
