<br /> <br />-I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2000 <br /> <br />Subject <br />Advertisement for Bids - 1999-2000 Overlay Project <br />Engineering File No. 806-02 <br /> <br />Recommendation <br />Adopt a resolution approving the Contract Documents entitled, "Contract Documents for the <br />1999-2000 Street Overlay Project", and authorize the advertisement for bids. <br /> <br />Background <br />In 1994 and 1995, the City introduced the Pavement Management System (PMS), which is a <br />data base of existing roadway conditions of all Redwood City streets and roadways. The PMS <br />System keeps and calculates the Pavement Condition Index (PC I), which is the basis for <br />selecting the streets for the City's continuous roadway improvements. <br /> <br />The City updated the PMS database in late 1999. Due to the results of the updated database, <br />staff recognized that the City should apply the following overlay treatment (which will be <br />performed under three separate contracts) to various areas of the roadway system as part of the <br />ongoing annual roadway maintenance and rehabilitation: <br /> <br />The three separate procedures are as follows: <br /> <br />1. Maintenance treatment (Slurry Seal) for streets that are in good condition (PCI of 70-90). <br />This treatment maintains and improves the existing condition of the roadway with <br />significantly low costs compared to doing street overlay. <br /> <br />2. Thin overlay/cape seal for streets in fair condition (PCI of 50-70) to prevent further <br />deterioration. <br /> <br />3. Thick asphalt overlay for deteriorated streets with PCI of 25-50. <br /> <br />The slurry seal, thin overlay, and thick overlay are done in three separate procedures; therefore, <br />the staff decided to call for three separate contracts. By breaking the roadway maintenance and <br />rehabilitation program into three separate contracts, the work will be coordinated directly with the <br />contractor performing each specialty item, thus eliminating the prime contractor's mark-up usually <br /> <br />.--... .-- 1r <br />
