<br />'7;r -2- <br /> <br />Advance preparation work is necessary prior to the start of the 1999-2000 Slurry Seal <br />Project. The preparation work involves sealing cracks and repairing badly deteriorated <br />spots of the streets. This preparation work is currently being performed by the City's <br />Public Works Services' Street Maintenance Section, and will be completed as <br />scheduled before the 1999-2000 Slurry Seal Project begins. <br /> <br />A summary of the streets selected for treatment is included with this report as <br />Attachment "A". <br /> <br />Issue <br />There is a possibility RCN Communications will start cable installation within the next <br />one to three years, in Redwood Shores. <br /> <br />The City will not permit RCN to cut into newly sealed pavement for at least one year <br />(August 2001). RCN will also have to seal the area where they trench. <br /> <br />It is not prudent to wait for RCN. There could always be some work being done in the <br />streets that might delay the slurry seal project, and the slurry seal will keep the <br />pavement from deteriorating more. <br /> <br />RCN is aware of the slurry seal and repaving projects in Redwood Shores, and will <br />have to work around these areas. <br /> <br />Conclusion <br />The proposed streets are in need of maintenance or they will deteriorate further. If <br />RCN (or any other utility) has to do any construction in the street, they will have to <br />provide a slurry seal when the construction is finished. There is no guarantee that after <br />RCN completes its installation (if approved), that another utility won't be in asking for <br />improvements. <br /> <br />Staff recommends the application of the slurry seal this year, because it is best for the <br />long-term maintenance of these roadways, and is the most cost effective method. <br /> <br />Fiscal Impacts <br />Funds in the amount of $1.9 million are allocated in the 1999-2000 Capital <br />Improvement Program budget as part of Gas Tax Construction and Transportation <br />(Measure "A) Funds. <br /> <br />Attachments <br />Attachment "An - Street Summary - Slurry Seal <br /> <br /> <br />J el Patterson <br />Manager, Engineering & Construction <br /> <br /> <br />./~~A~~ <br />M.
