REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 10, 2000 <br /> Subject <br /> Agreement with Fehr & Peers Associates, Inc., Transportation Consultants, for professional <br /> services <br /> Recommendation <br /> Adopt a resolution approving and authorizing execution of Agreement with Fehr and Peers <br /> Transportation Consultants for professional services to conduct a traffic study for the <br /> proposed Peninsula Marina Office Centre <br /> Background <br /> Marina Investments Inc. and Capital Land Corporation have submitted an application to <br /> the City to construct a 280, 000 sq. ft. office project and multilevel parking garage at 600 <br /> Bair Island Road. For purposes of the traffic analysis, they have requested that an <br /> alternative scenario be analyzed; however, the alternative scenario is not the proposed <br /> project. <br /> The proposed project site is bounded by Highway 101 to the south, existing office <br /> buildings, restaurant and marina to the north with apartments beyond, Docktown marina <br /> to the east (across Redwood Creek) and a four-story office building, car dealership <br /> (Boardwalk) and marine maintenance facility across Bair Island Road to the west. <br /> The proposed project would be built on a vacant portion of a site currently occupied by <br /> office buildings, surface parking and a marina thereby intensifying the use of the site and <br /> triggering environmental review under the requirements of the California Environmental <br /> Quality Act (CEQA). Because of this limited access to this property, a significant part of the <br /> review will be a traffic study to assess the potential environmental impacts, as well as to <br /> define appropriate mitigation measures. The traffic study may become a part of a focused <br /> environmental impact report to be prepared by an environmental consultant and reviewed <br /> by the Ptanning Commission. <br /> Fehr & Peers, a transportation consulting firm, is uniquely qualified for this work because <br /> they i�ave conducted recent transportation studies in the vicinity of the site (Syufy, K&B, <br /> Irvine Apartments, Seaport Plaza Development, Pacific Shores Center) and the Study of <br /> Traffic Impact Fees for Redwood City. They are familiar with the traffic issues and have <br /> a unique database. Staff has defined and reviewed the scope of the traffic study, which <br /> is attached. As outlined in the attached cost summary, the traffic study will cost $20,255 <br /> _ _ . _. _ ___ � _. <br />
