<br />~A -3S- <br /> <br />T. Development within the Study Area under the current zoning districts <br /> <br />would conflict with necessary studies for, and implementation of, revised land <br /> <br />use regulations in furtherance of the public safety, health, and welfare; <br /> <br />U. Urgency interim regulations temporarily prohibiting development within <br /> <br />the Study Area are necessary in order to conduct studies of alternative and <br /> <br />revised land use regulations and to implement such regulations. <br /> <br />V. The aforesaid conditions constitute an emergency endangering the <br /> <br />public health, safety, and welfare requiring enactment of emergency measures. <br /> <br />Section 2. Prohibited Acts. From and after the operative date hereof <br /> <br />and so long as this ordinance shall remain in effect, including such periods <br /> <br />extending the effective date of this ordinance, no building permits, use permits, <br /> <br />architectural permits, planned development permits, zoning variances, zoning <br /> <br />permits, subdivisions, or any other land use entitlements shall be issued or <br /> <br />approved with respect to properties within the Study Area. <br /> <br />Section 3. Implementation. The City Manager, Director of Community <br /> <br />Development, Chief Building Official, Zoning Administrator, and all other officers <br /> <br />and employees of the City are hereby authorized and directed to implement the <br /> <br />provisions of this ordinance. <br /> <br />Section 4. <br /> <br />Supercession. <br /> <br />Any and all ordinances, resolutions, <br /> <br />directives or other regulations, or portions thereof, in conflict with the provisions <br /> <br />of this ordinance are hereby superceded, and the provisions hereof shall govern <br /> <br />and prevail over such conflicting matters. <br /> <br />Ord-113 <br />F :/shared/redwood/council <br />DES:rg <br />07/18/00 <br /> <br />4 <br />
