<br />~f-fø <br /> <br />In February, the California State Auditor issued a report that is critical of the Commission's <br />ability to implement capital improvements to the system. The Commission's efforts to hire a firm <br />to help manage these improvements have taken over two years and a contract is not yet in <br />place. The Auditor's Report also suggests that the Commission may be unable alone to raise <br />sufficient funds to pay for them. <br /> <br />There have been some positive actions. We are pleased that the Mayor has publicly <br />acknowledged the regional importance of upgrading the water system. In addition, the Mayor is <br />initiating an Infrastructure Task Force this summer that will review and comment on the <br />Commission's capital improvement programming efforts. The contract for outside management <br />of the capital improvement program may receive final approval this summer. And the <br />Commission's recent approval of the Water Supply Master Plan is a welcome indication of the <br />Commission's desire and intention to meet system-wide demands expected over the next 30 <br />years. <br /> <br />These steps, however, are not sufficient to assure our City Council that its concerns will be <br />addressed fully and promptly. The issues are neither new, nor likely to be resolved quickly. <br />Further, many of the issues will resurface over time, unless lasting commitments are established <br /> <br />Our City Council has expressed its concerns and desires in the attached resolution, Please <br />receive it in the spirit of mutual cooperation with which it is submitted.
