<br />. <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 24, 2000 <br /> <br />Subject <br />Purchase of Water Meters <br /> <br />Recommendation <br />1. Adopt a resolution authorizing the purchase of various sized meters from Sensus Technologies, <br />Inc. of Placentia, California in the amount of $130,000. <br /> <br />2. Waive the bidding requirements of the City of Redwood City Code, Chapter 2, Article 7, Section <br />2.76 by affirmative vote of at least five members of City Council on the grounds that strict <br />compliance with the bidding requirements would not serve the public interest. <br /> <br />Background <br />The purchase of new water meters is needed to facilitate the replacement of existing, older type <br />water meters and for the installation of additional water meters in new developments in Redwood <br />Shores and throughout the City. The Sensus water meter is an American-made meter, which has <br />been the standard in Redwood City for the past 27 years. They have been found to be superior in <br />quality, durability and are guaranteed for 15 years to perform to American Water Works Association <br />accuracy standards. Sensus Technologies, Inc. is the sole source vendor for these water meters <br />and the manufacturer sets the prices. <br /> <br />. <br /> <br />The majority of all existing meters in the City's system are Sensus meters. Parts inventory, <br />training and maintenance costs are kept to a minimum by the continued standardization of all <br />water meters in the Redwood City water system. <br /> <br />. <br /> <br />Sensus water meters require minimum cost for conversion to new "touch" and "radio" meter <br />reading technologies and to electronically interface with the Itron meter reading system, which <br />Redwood City purchased and installed six years ago, and upgraded in November 1999, to be <br />Y2K compliant. <br /> <br />Alternative <br />Going out to bid for water meters would not be cost effective since Sensus Technologies discounts <br />their meters to all government agencies.
