-

REPORT

To the Honorable Mayor and City Council
From the City Manager

July 24, 2000

Subject
2000-2001 Traffic Signal Loop Replacement Program

Recommendation
By Resolution, accept the bid and award the contract for the 2000-2001 Traffic Signal Loop
Replacement Program to Republic Electric of Novato, CA, in the amount of $17,620.00 and
reject all other bids.

Background
This program installs and repairs the traffic signal loops used for communicating the
presence of vehicles to trigger traffic signal switching. The use of traffic signal loops is
necessary for the prompt movement of traffic during the times of the day when the signals
are programmed to respond to the presence of traffic. Due to the specialized nature of this
task, the City has contracted for this work since we started using the loops in traffic control.

On May 17, 2000, staff sent out bids to four contractors. On June 7,2000, two bids were
received and opened in the City Clerk's Office:

BIDDER
Republic Electric, Novato, CA
S. G. Barber, Inc., Belmont, CA
Engineer's Estimate$19,750.00
Average $21,410.00

PRICE
$17,620.00
$25,200.00

Republic Electric's bid is 10.8% below Engineer's Estimate. Republic Electric has worked
for Redwood City in the past and has been very responsive and reliable. Staff is confident
they will perform the contract in a satisfactory manner.

Alternative
There are no real alternatives to this service. The work needs to be done and this service
supplements staff. Staff cannot justify the addition of personnel to perform this work
compared to the cost of the contract.

,~..._. .~ T"
