REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 14, 2000 <br /> Subject <br /> Award of Contract - Shearwater/Seacrest Access Path improvements. <br /> Engineering File No. 803-02 <br /> Recommendation <br /> Adopt a resolution awarding the contract for Shearwater/Seacrest Access Path <br /> Improvements Project, to the lowest responsible bidder, Interstate Grading 8� Paving, <br /> Inc. of South San Francisco, California, for their low bid of $357,900. <br /> Background <br /> This project is part of the mitigation program for the Levee Improvement Project that <br /> started in 1997. The improvements are being made to satisfy Federal and State <br /> agencies (US Army Corps of Engineers [Corps], Bay Conservation and Development <br /> Commission [BCDC], and Regional Water Quality Control Board [RWQCBJ), with BCDC <br /> being the main focus. Because the levee improvements triggered a review by the <br /> Corps and the US Fish and Wildlife Service (USFWL), who demanded that some of the <br /> bayside exterior levees be closed off from public access, BCBC demanded an <br /> alternativ� inland route to make up for the lost access. Portions of this alternative <br /> access (which are adjacent to the levee) have been constructed simultaneously with <br /> the different levee segments that the City has been building. This project covers the <br /> remaining improvements that will complete the alternative public access, as planned. <br /> The improvements mainly include asphalt and decomposed granite pedestrian and <br /> bicycle paths, along with three public parking lots. <br /> On June 5, 2000, the City Council approved the Contract Documents and authorized <br /> the advertisement for bids for this project. The project was designed by staff with the <br /> help of Bay Area Geotechnical Engineers, CAD Masters (Computer Aided Design), <br /> GeoCAD (aerial surveying), and from recent experience with the other segments of the <br /> levee. <br /> Originally, this project was to be constructed during the spring/summer of 1999. <br /> However, the project was delayed, because negotiations were ongoing with USFWL <br /> regarding the public access to the outer levee, which may render this "alternative inland <br /> access" unnecessary. The project was further delayed due to the expiration of the <br /> Corps and BCDC permits. Permit extensions had to be requested and were granted, <br /> but the review took some time. <br /> Some of the improvements proposed by this project are situated on properties <br /> belonging to Redwood Shores Properties, Inc., with easement rights favoring the City. <br /> For this reason, a License and Indemnification Agreement, and a Grant of Easement <br /> Agreement were submitted by Redwood Shores Properties, and were approved by this <br /> .___. _�_ f <br />
